I wonder if this has more to do with women who wear the burka / Hijab / niqab ? It makes a great cover for a man to wear and conceal their identity from law enforcement or crime detection (CCTV) ?

That doesn't bother me however the issue of a man using the female restroom while still a male does bother me. I understand the frustration of the female students in some public schools who are outrage by this.

Until last week, it was technically illegal for a man to wear a dress in Hoboken.

An ordinance barred a person from appearing in public "in dress not belonging to his or her sex." The offense was considered a form of indecent exposure, enumerated alongside public nudity and any form of "indecent, immoral or lewd play." The city council on Wednesday revised the ordinance, finding that its wording was "offensive to the personal rights of members of society to choose their own attire without governmental interference."
