A second Jersey City councilman to abstain on ambulance contract vote

A second Jersey City councilman will abstain from voting on awarding the city's ambulance contract, citing his new job with one of the two bidders.

Councilman-at-large Daniel Rivera started working for Jersey City Medical Center-Barnabas Health six months ago, in patient services. JCMC and CarePoint Health, partnering with McCabe Ambulance, are the two bidders for the city's ambulance contract, which Mayor Steve Fulop has said would be awarded at the City Council's Nov. 12 meeting. Fulop has not announced yet whether the city has selected a winning bid.

Bayonne to opt out of McCabe ambulance pact and seek best deal

The Bayonne City Council voted unanimously last night to put the city's contract for ambulance services out to bid, with plans in place to opt out of the existing five-year contract with McCabe Ambulance by the end of the year.

The decision by Bayonne council members comes less than two months after both CarePoint Health, whose Hudson County hospitals own a majority share of McCabe Ambulance, and Jersey City Medical Center-Barnabas Health put in bids to provide ambulance services at no cost to Jersey City.

"Our taxpayers are paying over $650,000 a year, when McCabe Ambulance gave a proposal to Jersey City for zero," City Council President Sharon Nadrowski told The Jersey Journal today. "If that's the trend, and they're going to provide services for free, then we would expect a comparable offer."

For the 2015 fiscal year, Bayonne is paying McCabe more than $815,000.

"We have a deficit, so we need to save any money we can," she added.

Bayonne's existing contract with McCabe Ambulance runs from July 1, 2011 to June 30, 2016, but includes an "out clause" that allows city officials to unilaterally end the contract upon 30 days written notice at its sole discretion.

Bidders for Jersey City ambulance contract state their case

With CarePoint's recent acquisitions of Hoboken and Christ hospitals people in the JC area should expect to soon find out for themselves.

That is what really disapoints me about Fulop's desire to work with CarePoint. CarePoint represents the worst of a broken healthcare system by making most people with insurance "out of network" and then charging what should be considered criminal rates.

At a recent neighborhood meeting Mayor Fulop was bragging about the Affordable Care Act signup results from JC and how they were well above the national average. Well, who cares when you are supporting a healthcare profiteer that will have many of those people insured "out of network". Supporting CarePoint is selling out the residents of JC.

Instead of being worried that Fulop could hijack JC residents into being sent to these extortionate nightmares, some people are concerned with getting credit for an idea to split the city in half. Or are not concerned at all.

I bet people will be very concerned when they see their bills from these places, courtesy of Fulop.

After an eight-month break, the battle for control of Jersey City's ambulance contract is heating up again.

Bids for the contract were due last week, and local hospital chain CarePoint Health and Jersey City Medical Center-Barnabas Health were the only entities to submit proposals to become the city's ambulance provider. JCMC has provided that service for Jersey City for over 100 years.

The contract concerns basic life support only. JCMC will remain the ambulance provider for advanced life support because it is the only Jersey City hospital with a trauma center.

Jersey City, CarePoint and JCMC would not provide the bids to The Jersey Journal.

The city has devised two plans for the contract: one would have one entity provide ambulance service for the entire city; the second would divide the city at Montgomery Street, with one bidder providing ambulance service for the northern half and one providing it for the southern half. Bidders were required to submit a plan for the entire city, while a proposal to service just one half of the city was optional.

It has to be about patient choice, not b/s Carepoint is peddling about taking people to the nearest hospital in an "emergency". That should be written into the ambulance contract.

A friend of mine had a similar experience at Hoboken Medical Center. Got charged 6k out of network bill for a small cut on hand.

Fulop really doing everything he can to help his campaign donor folks over at McCabe/CarePoint. All at the expense of Jersey City residents of course.

I guess many won't realize just how bad this is until they get out of network insurance bills from McCabe and massive medical bills from CarePoint that could force them into bankruptcy. And of course it will be too late to do anything at that point.

Can't think of a worse outcome when Carepoint owns both Bayonne MC and Christ Hospital. Carepoint will simply take a huge section of the South and the Heights anyway. And it will pretty much be down to their discretion in the section they operate ("the traffic was bad to JCMC...").

Is there any mention of patient choice in the RFP? Shouldn't that be what it's about?

I thought this graf took care of that -- plus there's a link to our original story about CarePoint's letter regarding the idea.

On June 18, after the city announced it was rebooting the RFP process, CarePoint senior adviser Peter Kelly sent a letter to Fulop and members of the City Council asking that it award the contract to CarePoint and JCMC.

That isn't a criticism - it's great that the medical center is still here and doing well, that is a better sign of vitality for the city than a 100 new pizza places.

But now that the Medical Center has rebounded and is growing and doing well, there is no longer a need for that subsidy. There should definitely be a bidding process, but the JCMC's outstanding track record should count for something too - it shouldn't just be about dollars.


Correct me if I'm wrong, but my understanding was in the past 100+ years JCMC was serving JC, all of it was free to the City except during the recession years of 2008-2013. I thought that since they were recovered from that, they'd go back to not charging JC. If so, why the RFP?

Financial impact to residents should factor in just as much, if not more, than a small subsidy to a current provider. If a small tax assessment can zero out a subsidy, and prevent egregious out of network costs to residents, it's something to consider.

But that is not the priority of resume polishing politicians.

But now that the Medical Center has rebounded and is growing and doing well, there is no longer a need for that subsidy. There should definitely be a bidding process, but the JCMC's outstanding track record should count for something too - it shouldn't just be about dollars.
