Very good post. You can add the City's OEM Director. A recently retired cop who was rehired and is picking up another salary in addition to his pension.

why don't they cut some of the "ranks" out of the parking authority? is there a need for these guys to be riding in brand new suv's while boasting captain, lieutenant, sergeant, and officer ranks?

there is no reason these "officers" need these large and expensive vehicles when they are are only writing tickets and putting boots on cars. if anything, shouldn't they be riding in smart cars and scooters?

No matter what rhetoric City Hall spews out about savings, the demotions will save approximately $175K and the lay-off of 82 police officers will in no way come close to the savings they are touting. The real losers here are the citizens of Jersey City, who will see decreased response times and lesser services for their tax dollars, not due to lack of concern from the men and women of the JCPD, but simply because they cannot be in three places at once, it?s just simple math.

Not only do they get $1,300.00 a year for their work clothes but I'm willing to bet that if one does an audit of the tax returns of the individual members of the JCPD you would see them taking a deduction for the cost of the clothes they are already getting compensated for.

? city's proposal to the Police Officers Benevolent Association included a pay lag that would save the city approximately $3.4 million and cost the officers nothing, and a one-time give back of the officers' $1,300 annual uniform allowance that would save an additional $1.2 million.?


Wait a minute?the officers get a $1,300 a year uniform allowance?????

Aren?t police uniforms a tax deduction???

Waste in the JCPD
With 82 Police Officers facing the loss of their jobs, and 12 supervisors facing demotion, maybe we can take a look at other options: The JCPD currently has an Academy Director on the payroll, a retired Sergeant already collecting a pension in excess of 50K a year working his second job at the expense of the taxpayers. Wasteful, especially since there is no longer a JC Police Academy for him to ?direct?. Along those lines we also have a Police Director, another retired Sergeant collecting a pension in excess of 60K a year. The Director?s position comes with the usual salary in excess of 100K. Ask any officer on the front lines in Jersey City what the Director?s function is and get ready for a blank stare or a shrug of the shoulders. The Director is ably assisted by a Deputy Director, another?you guessed it retiree, this time a Deputy Chief collecting a pension in excess of 80K along with a salary close to / over another 80K. He does publish the Jersey City Watch newsletter monthly, so I guess in these tough times, that?s a bargain. Of course these two positions come with their own individual secretaries. Three wasteful positions. I?m positive the overall working of the department could well be handled by Chief Comey, and the elimination of the Director?s Office would not affect the operations of the JCPD in the least. Another area to cut in is the obscene amounts of overtime in the depleted supervisory ranks. Although Civil Service has standing promotional lists for all ranks that were effective in early 2009, and although the top 20 candidates on the lists have made it known to the City that they are willing to waive the pay increases that come with the possible promotions, the City chooses to keep paying overtime to supervisors at the top of the pay scale. This concession by the candidates would replenish the openings created by the large amount of retirements, especially those in 2010, and would save the City money by having the supervisory personnel in place at a reduced cost instead of at overtime rates.
Politics in the JCPD
The looming demotions of 12 supervisors in the JCPD has some unusual coincidences. Two Captains are facing demotion. One of those Captains happens to be the president of the Supervisors union, the same union who was just awarded an arbitrators award against the City. The City is also demoting 4 Lieutenants, although they are at an all-time low of 21 in the rank. Sergeants to be demoted is 6, but I guess it?s a good place to stop, since the 7th Sergeant to be demoted would be the nephew of the County Executive, and this being Jersey City and Hudson County?well, we just can?t have that now can we?

I agree. And that's my point. The police union loves to go around spouting off that they are concerned about public safety. But their true over-riding priority is to make their compensation as high as possible at the expense of taxpayers as well as the jobs of 82 of their so-called "bretheren".

You don't know what you are talking about. Tax abated property owners, particularly on newer properties, are paying just as much as any other JC taxpayer. It is how those funds may be allocated, which actually benefits the city and screws the county and state. Abated property taxes generally don't rise throughout the abated period, but anyone that bought in the last 5-10 years is paying as much, or more, than their property warrants.

Um, "abatement" does not equal property-tax free. Not even close.

Not to go off on a tangent but if the mayor didn't give out all of those tax abatements, perhaps we wouldn't be in this mess. I think it is time that all those people who are living property-tax free in this city, start paying for the services that they get from the city. There has to be a legal way to put through a special "assessment" on these properties. Hell, as the mayor has said, these are tough times. Everyone has to do their part.

Well, well, well Mr. Healy. You've finally did it. You have raised our taxes so much over the last couple of years and now, for what we pay in taxes, we get less for our money. Perhaps the fire department is next...oh, I forgot, your two sons are firemen. Guess that won't happen. Perhaps we should look at all those "need to know someone" jobs that have been given out since you have been in office. ....oh, I forgot, your political cronies have those jobs. Guess that won't happen. How about all those deputy mayors and the other political appointment jobs........oops, they're your friends. Guess that won't happen. Perhaps Mr. Mayor, and elected council persons should take a 10% pay cut across the board. God knows most of the council are double and even triple dipping with other city and/or county jobs. Come on elected officials, 10% isn't too much to give up. If that can keep more cops on the street, I think that would make all our citizens feel a little better.

I wish to convey my opposition to the proposed police layoffs in hopes of achieving results that will better serve the residents, businesses, and guests of Jersey City.

Mayor Jerramiah Healy credited the crime decrease between 2008 and 2009 to the ?ongoing efforts of the Jersey City Police Department? and said it will persist into the future as long as he is mayor.

As stewards of Jersey City, reducing the police force is negating on this promise and puts the safety and reputation of Jersey City at risk, which is a consequence that is unacceptable.

I implore this administration to reconsider laying off police officers and explore other options that will not compromise the safety and security of Jersey City.

I was responding to robotjustin's point about speeding and urinating in public. I was not implying that traffic enforcement is the reason that Jersey City shouldn't layoff Cops. The truth is there are other ways to cut costs. One way is to eliminate all the take home city cars that the City Council use to take their families on vacation to Monmouth County etc. Guess whose budget those cars come out of (Jersey City Police Budget) included gas maintenance and insurance. Imagine the savings.
