It was Council-President Watterman who reduced public speaking from 5 minutes to 3 minutes including ordinances which had numerous pages related to an ordinance. So, I don't expect her to add more time to the city council by having expanded meetings with a hybrid. However, since there is less parking downtown, this does make sense. You will spend more time finding a parking space than using your 3 minutes speaking.

A letter sent by the Journal Square Community Association to members of the Jersey City Municipal Council and the city clerk asks that they “immediately implement hybrid in-person/virtual city council meetings.”
