On Tuesday Port Authority Police Officer David Narvaez saw Jesus I. Vazquez, 42, of Livingston, running a toll at the Holland Tunnel in Jersey City and he saw the back plate was secured with a hood, P.A.P.D. Representative Al Della Fave said today.

Port Authority police arrested an exterminator in Jersey City yesterday on charges he owed hundreds to E-Zpass and they say he may have used rat sticky traps to cover his rear license plate, officials said.

Port Authority police arrested an exterminator in Jersey City yesterday on charges he owed hundreds to E-Zpass, and they say he may have used rat sticky traps to cover his rear license plate, officials said today.

On Tuesday Port Authority Police Officer David Narvaez saw Jesus I. Vazquez, 42, of Linvingston, running a toll at the Holland Tunnel in Jersey City and he noticed the rear plate was covered with a hood, P.A.P.D. Spokesman Al Della Fave said today.

Narvaez radioed ahead and Vazquez was pulled over on the New York side where police removed the hood and found a white sticky substance beneath it, Della Fave said.
The officers think Vazquez may originally have used rat sticky traps to cover the plate, Della Fave said, adding that Vazquez had sticky traps in the car.

Police found the plate did not belong to the vehicle, the car was impounded, and Vazquez was issued summonses for having no front plate, having an improper rear plate, having an uninspected vehicle, driving with a suspended license and having a covered plate, Della Fave said.

Vazquez was released but the follow-up investigation revealed he owed $398 to E-ZPass, Della Fave said.

Yesterday Vazquez called the P.A.P.D. to ask if he could pick up his car and they said sure, Della Fave said.

He got a ride to Jersey City and was promptly arrested on the charge of theft of services, Della Fave said.
