for any installs outside of your physical owned space / rented (common or building owned space) in a condo it has to be approved by the board and or the management company.

if you a renter should be in your renters handbook, if you are an owner. owners handbook or master deed.

easiest way is to look to see if there are any cables hanging down the side fo the building that should tell you right away if anyone else has a dish up there.

also it also depends not all building attach roof to top floor and even then they(top floor) wouldn't have the authority to approve or deny anything being installed on a roof.

just ask super.

Directv doesn't work too good in storms & espically hail and snow storms! I know, I have directv.
But I think you should ask just incase, or there might even be one up there not being used that they can connect the new wires to.

By the way, I should also add that I think the roof is deeded to the top floor unit (even though it's a common element for the condo assoc).

Does that make a difference?

It depends on your by-laws. There are no steadfast rules. Each property has its own policies, including yours. It's an answer no one on here can give you, unless they live in your building and are familiar with your by-laws.
