I am very eager to see what Fulop does with nearly a half million dollars in litter clean up money. ?It's such a multi-facet phenomenon that I would be researching every similar municipality in the westernized world to find an approach that has worked.?

I often think about the litter problem this city deals with every day. I am still not immune to it though a lot of the residents here are. It's astounding just how much this city accumulates and more so than any of the 2 big cities that I have lived in.

While we can point fingers at the ignorant who casually toss things to the ground I think it?s deeper than that and at its core is a total lack of pride for the city. However, this lack of pride is not just in the citizenry but also the government.

Think about it, where are the areas that are most prone to litter? They are in poor areas where the citizens have felt defeated and neglected by their city for decades. The pride they once felt for their city, their community, their street has been effectively squashed. We all know these areas, they are the ones showcasing our cities true urban decay 24/7. The boarded up homes, old cars with debris strewn all over, empty lots teaming with rubble and drug dealing, and decrepit sidewalks. These are the areas of Jersey City few venture into unless you live there. This is the Jersey City that has been left to rot and has always been last in the pecking order for repairs and urban renewal. In other words, if your city doesn't care enough to fix these blighted, major problem areas why should the home owners and renters of those areas care about litter?

Don?t get me wrong, I am big on accountability and teaching your kids right from wrong but if the entity you pay your taxes to and have laws that we are to abide by doesn't practice what they preach than why should they? ?

So, we get litter, an act that for many doesn't even register in their minds when they do it. It's as natural as walking and as common as a driver disobeying a pedestrian walkway.

This giant conundrum spreads like a virus and even those of us who have never littered may now not pay it much mind because it?s everywhere - we have become used to it. We can all understand the concept that if you see something long enough it eventually becomes accepted or if you repeat something enough it can become a habit. Littering is no different and has been a part of Jersey City's urban landscape for generations.

The more blighted parts of Jersey City converge into the parts with more shopping and affluence. But, litter has no border and no areas are immune. Sure, the parts that have higher taxes and are seen by more visitors will get more attention and get cleaned up faster but the litter still persists. Children see trash on the ground in every corner of this city and what does that tell them if their city lets it deteriorate in front of their eyes?

There is a lot this money could do but I really think it needs to be used to restore some pride in this city before it?s used to simply pay crews to clean it up. There needs to be some sort of symbolic act associated with this money to get people in these blighted areas to see that their government cares. Empty lots with loads of refuse should be first on the chopping block. The city knows good and well where they are and the same goes for all the horrible sidewalks, dilapidated public fencing and overgrown weeds. Make a concerted effort to clean these areas and rid them of blight and watch what happens.

I recall an episode of The Wire where the city went in and cleaned a real rough back alley were garbage, old cars and drug dealers cavorted. Once that area was cleaned and the drug dealers moved on the neighbors were out sweeping and keeping it in order. That is what we need to strive for.

It?s no surprise that when everyone pulls their weight a unified community will emerge and a sense of pride will develop. Pride in one's street, in ones community brings about positive changes throughout the city.

That positive change is up to the city and its people but unless they are both unified, the liter will continue to blow just like the wind.?

It would be easy enough to fine homeowners for using the public cans for their household trash. We don't have a real problem with dog poop around Hamilton Park except for the occasional bad apple. Catching those people is very difficult. I am always on the lookout but I have not been able to catch one violator in a long time. I've had a couple of people where I hit them with the old "do you need a bag?" tactic. But that was a while ago. I noticed tonight that the basketball court had it's usual pile of bottles tossed all about. I am always shocked at how trashed the playground gets. I figured the parents would be more proactive. The dog runs seem to get a few distracted owners but are mostly clean. Truth is that one random giant poop in the middle of the sidewalk irks people more than a dozen candy wrappers tossed about the playground or a dozen tennis-ball can lids left on the tennis courts.

I try to pick up litter whenever I can, but there's way too much. JC should take a page from clean cities and implement really steep fines for littering, like $500 or $1,000. Then the city can get its revenue from littering fines, instead of ticketing everyone for dumb parking things, and we can get clean sidewalks as well.

Lazy but effective solution: Allow your foot the opportunity to kick the damn trash off the sidewalk.

Your foot is bored and wants something to do.

Simply guide the litter to the gutter; our friend Mr. Street Sweeper will take care of the rest.

Your foot enjoys the challenge, the litter moves on to a better place (mostly) and Mr. Street Sweeper's job becomes more satisfying. Win. Win. Win.

It become addicting. Iv'e kept my corner of the embankment clean for a while this way. Cigar wrappers, soda bottles, bags of fast-food...Who knows were it comes from, but with your swift kick you can help move it along.

In light of last Tuesday...Kicking trash to the curb could become a JC trend.

Jersey City will get $349,580 from state to help fight litter

Jersey City is slated to receive $349,580 in Clean Communities grants from the Christie administration to help fund litter cleanup efforts, according to officials.

The money going to Jersey City is the most of any municipality in the state except Newark.

The Department of Environmental Protection is awarding a total of $18.3 million, including $16.2 million to 559 eligible municipalities. Seven municipalities are not eligible because they have fewer than 200 houses.

?These grants help enable our cities, towns and counties to move ahead with programs that eliminate litter from our neighborhoods and along our roads and highways, making our state a better place to live and work,? said Jane Kozinski, assistant commissioner for environmental management.
