bionic hearing? might be useful if used justly. Not in love with rules changing on a whim. Why would Fulup endorse this?
Diversity for diversity sake takes out accolades, education and merit and is plain un-American, or well it is typical for JC decisions. Let the town vote on this, ie all tax payers.

I was at an outdoor event last fall it was a BBQ festival across from Hamilton Park I noticed lots of political campagin cards for the council election scattered about as well as council canidate Richardson. I whispered to a friend "speaking of the devil" after chatting about her and spotting her then she came running over to my table chanting "the devil has arrived." To oust a good honest man like Peter Brennan as city council president is an insult to his integrity. This Richardson is a piece of work and more trouble than she's worth.

What the heck does the Jersey City council president do, anyway?

Jersey City City Council members Peter Brennan and Viola Richardson are in the middle of a clash that will determine whether Brennan stays on as the nine-member body's president.

JERSEY CITY ? This week?s brouhaha over Councilwoman Nidia Lopez?s efforts to oust Councilman-at-Large Peter Brennan as the nine-member body?s leader has shed some light on the largely ceremonial post of Council President.

Held by Brennan since former council member Mariano Vega stepped down from the post soon after the 2009 city election ? Vega resigned from the council altogether the following year, after pleading guilty to corruption charges ? the post is generally held by one of the council?s three at-large council members.

The council selects the council president after each quadrennial city election. Lopez, an ally of newly-minted Councilwoman-at-Large Viola Richardson, wants the council to hold a new council president election now, and after the 2013 city election hold a council president election every two years.

But what, exactly, does the council president do?
According to the city, the council president presides over the council meetings, and attends bi-weekly meetings with the city administration that set the agenda for the subsequent council meetings.

The council president also communicates with the administration on behalf of the council, manages the day-to-day operations of the council office and answers complaints from constituents to the council office.

The council president post also comes with a $2,000 boost in salary. The base annual salary for a Jersey City council person is $33,430. Brennan now makes $37,556, including his longevity pay, while Richardson now makes $38,779.
Last night, a split City Council introduced Lopez?s ordinance that would spur a new council president election now. Brennan and council members Michael Sottolano and Bill Gaughan voted against it, while Councilwoman Michele Massey abstained.

The council must vote on it once again before the ordinance is adopted, but Mayor Jerramiah Healy objects to it, citing city attorneys who say the council has no right under state statute to remove Brennan as president without just cause. Brennan, meanwhile, has vowed to sue if he is removed.
?The Mayor has not changed his opinion that this ordinance is not legal and if passed will subject the council and the city to a lawsuit,? said city spokeswoman Jennifer Morrill, who added that any discussion of a possible mayoral veto of the ordinance is ?premature.?

The only thing I see wrong with Healy's statement is that he calls Richardson 'newly elected' - She isn't newly elected!! She was Ward F's council woman who LEFT that post to take the At-Large position.


Now Lopez and Richardson IMPLY that Jersey City needs change and that Brennan needs to be removed but it is a shame that they are doing it in a manner that can be construed as outside NJ law (as per today's statement from the City Lawyer).

Is Jersey City Councilwoman Viola Richardson gearing up for a run for mayor next year?

Political observers have asked that question ever since Richardson won her at-large City Council seat in a special election in November, defeating two Hudson County Democratic Organization-backed incumbents for one of two citywide seats on the council.

The question is likely to get raised again now that Ward C City Councilwoman and Richardson ally Nidia Lopez has proposed making Richardson the City Council president.

?This is my thinking,? Lopez told the Reporter. ?When you come to [City Council] meetings, you hear people asking for change in this city. So, even though it?s a small step, and it would only be for a short time, doing this would show people that change is possible in Jersey City?I also think women have a unique perspective to offer, and it would be nice to have a woman in that leadership position for a change.?

Lopez said that at her request, city Corporation Counsel Bill Matsikoudis is researching whether there are any legal reasons why the City Council can?t change its president. She added that she has asked for the matter to be put on the agenda for the council?s Jan. 11 meeting.

The move would mean installing Richardson as council president and essentially demoting current Council President Peter Brennan, an ally of Mayor Jerramiah T. Healy. Although Richardson has been allied with the mayor in the past, the two fell out after the 2010 retirement of At-large City Councilwoman Willie Flood.

After Flood retired from her post due to poor health, Richardson, the longtime Ward F representative, expressed interest in being appointed to the at-large seat ? a seat to which she?d then have to be voted in a special election. However, Healy and his allies, including Brennan and Ward D City Councilman William Gaughan, backed attorney Kalimah Ahmad for the appointment, telling Richardson she was better suited to serve Ward F. According to Richardson, the mayor and his allies also questioned whether she had enough name recognition to be elected to an at-large seat.

Insulted, Richardson ran for the at-large seat without Healy?s support or that of the HCDO, and won, defeating Ahmad and Radames ?Ray? Velazquez, another Healy appointee.

Emboldened by the victory, Richardson now appears poised to make another power play, one that may not stop at council president.

There has been speculation that state Sen. Sandra Cunningham, another Richardson ally, might run for mayor. But it?s just as likely that Cunningham will stay in Trenton, leaving Richardson to make a run for City Hall.

Interestingly, Ward E City Councilman and announced 2013 mayoral candidate Steven Fulop backs Richardson as Council President.

?Clearly the Healy-Brennan leadership combination has resulted in huge tax increases year after year,? Fulop said in a statement. ?I don?t know where the mayor is living when he says taxes are stable, but this change for council presidency will both help get a new direction on taxes while also having needed diversity in leadership.?

If the council president post comes up for a vote, Lopez, Fulop, Rolando Lavarro Jr., and newly-appointed Ward F Councilwoman Michele Massey would likely support Richardson for the position. Councilmen Gaughan and Michael Sottolano would likely oppose a change in the leadership. It?s unclear how Council David Donnelly would vote.

Richardson and Brennan could abstain from voting.

$165M temporary budget approved

The council passed on Tuesday a temporary budget of $165.1 million to sustain municipal operations until the city?s 2012 budget is officially adopted. This is only a portion of the year?s spending. By state law, the temporary budget cannot be 26.25 percent more than the previous year?s budget, which in 2011 was $490 million.

This temporary budget includes $97.4 million for operating expenses and $67.6 million for debt service.

The council approved the temporary budget by a vote of 7 to 0, with council members Lavarro and Gaughan missing the daytime meeting.

I agree that non-election years have lower turn-out. Healy knows that too, which makes his quote a dogpile. Elections that Healy and his cronies seem to deliberately engineer to create low turn-outs, by keeping them away from state and national ballots. Think you just swallowed the deceitful crap from the mayor's butt.

Simple fact is that the special election happened during a non-election year and that these types of elections have a lot lower turn out.

I honestly think Richardson is reminding the Healy crew that she is there and that she needs more 'attention' from City Hall.

If she was serious about becoming Council President, Brennan term is up shortly, she should be working for the council's vote and not trying to change the rules that would ultimately shorten her own term.

When you attack any person, when they are clearly part of an ethnic minority, with no justification, and in this case, when they have followed due political process - yes it can be perceived as racist. Both Healy and Brennan were "demeaning" the results of the special elections. WHY?

That's bull it's like getting charged twice. What about other minorities a person can fall under such as religion, gender, gender preference, age, race, or (D) all of the above. Imagine getting a speeding ticket and then getting careless and reckless driving tickets as well thats 3 tickets for the same infraction.

Dysfunctional City and Council - Healy must be worried that a change might result in some unethical deals that were being done and need to remain in place for political advantage - maybe political financial backing for backroom deals !
This city lacks transparency, accountability, ethics, parity, integrity and other fine words often associated with government but never enforced !

JERSEY CITY ? A power play is afoot on the City Council, with a faction of the nine-member body seeking to oust Councilman-at-Large Peter Brennan as the council?s president and replace him with Councilwoman-at-Large Viola Richardson.

Brennan has been the council president, a largely ceremonial position, since after the 2009 city election. City code states that the council president term runs for four years, but Ward C Councilwoman Nidia Lopez wants that to change.

Lopez, a Richardson ally, is hoping the council can vote at its next regular meeting ? on Jan. 11 ? to make the council president position a two-year term, starting this year.

?I think change is good,? she said today, adding that the council leadership needs ?the perspective of a woman.?

Richardson?s political stature increased late last year when she was the top vote-getter in a special election to fill two at-large vacancies on the council. Downtown Councilman Steve Fulop, a 2013 mayoral candidate, has already endorsed Lopez?s proposal.

?Clearly the Healy-Brennan leadership combination has resulted in huge tax increases year after year,? Fulop said in a statement today, referring to political rival Mayor Jerramiah Healy. ?Change for council presidency will both help get a new direction on taxes while also having needed diversity in leadership?
Healy called the move to oust Brennan "premature ... unjustified and illegal."

"Council President Brennan was elected by the full electorate in Jersey City and received approximately 12,000 votes" in the 2009 city election, Healy said in a statement. "With all due respect, the newly elected Councilwoman Richardson was the victor in a special election receiving 4,100 votes.

Reached for comment, Brennan blasted Lopez, who in 2010 was deemed eligible to sit as the Ward C councilwoman despite having paid taxes on an Orlando, Fla. residence.

?Maybe she should go back to Florida,? Brennan said today. ?That?s a change maybe people might want.?
