Today is the first day in 3 weeks without constant (every 30 seconds for 10 hours) barking - I guess someone got the message.

Just call Animal Control. If the dogs are there all day then it should be easy to write the tenant/landlord a summons.

Not passive aggressive... covering all of the bases.

Any other suggestions JMCEE?

A full page ad in the Jersey Journal should do it.

What makes you think the guy (WILLIS, MICHAEL T.) is reading your post on this site? Why not just knock on his door or leave a note in his mailbox. Talk about passive-aggressive.

Your first floor tenant has 2 dogs that bark out the windows ALL DAY.

Please handle this.
