I think the landlord could probably hold a tenant responsible if the tenant flushed stuff that was not supposed to go in the toilet. But, toilet paper? I can't stop giggling.

I should mention that we had an issue in our building years ago where the basement bathroom kept getting backed up. After several plumber visits over a period of months, roto-rooter ran a camera through the line and discovered that our house had become disconnected from the city sewer line!! With all the sink holes around here, I'm surprised it doesn't happen more often.

The landlord is responsible for all the lines in the building and the line leading from the building to the sewer.

I'm still laughing with the landlord telling you not to flush toilet paper down the toilet. Are you required to collect the poo wiped on the toilet paper and bag it ?
The next request might be that the toilet can only be used if you have diarrhea as 'poo logs' won't flush either.

I know JC is often called 'third world' but this is one for the media to have fun with.

It's the property owners all the way to the sewer main. See if you can get him to put the TP ban and your financial responsibility for clogs arising from it's use in writing. That would good for a chuckle.

Thank you Kelcey and blockwatcher. I will have to call the city and educate myself on this issue since the landlors straight out told me that I'd have to pay the bill if pipes get clogged!

Oh that's B.S....


I had a problem with my Ferry St. property some years back. Sewer line kept backing up. But it was newspapers and other junk.

I emailed the JCMUA. They came out, ran a fiber optic scope down the sewer. The storm catch basins were full of trash and so was the sewer. A few days later they cleaned the entire system out. I haven't had a single problem since then.

Now, where the problem your landlord is having is probably with the old cast iron pipes. Over time, rust can build up in the elbows and other fittings. That rust closes up the pipe, causing it to easily clog.

He needs to have the lines routed out or possibly replaced with new PVC (expensive).

Get the scott's brand paper that is meant for septic systems - it disintegrates as soon as the water in the bowl starts spinning.

Call landlord tenant relations - this has to be some sort of violation. Even if the landlord says its the city's problem - maybe you can get an inspector to at least confirm that to you.

That is ridiculous. A landlord can't prevent you from flushing toilet paper. Sounds like there might be a problem between the city sewer line and the house (the landlord's responsibility) that s/he doesn't want to deal with.

The landlord won't really know if you flushed toilet paper or not. Even if a clog arises, it's not your responsibility, and I highly doubt that the landlord could go after you for flushing toilet paper. Flush away! Happy medium might be getting septic safe tp instead of the super plush stuff.

Ouch! This something that is a FB post. When you moved in did the Landlord offer an outhouse? Not being mean in any way butt this landlord must be nuts. HELLO. It is a toilet. Uhmmmm. Paper will be invovled. Last I remember I was not and I hope you are not living in the mountians of WV.Good Luck

Landlord says that toilet paper cannot be flushed because pipes that belong to the city (outside the property) are old and would clog, thus backing up the sewer into her first floor (or basement). I forgot about this is almost clogged the pipes. I offered to call the city and see if the problem can be fixed, response: "no all the houses downtown are like that and they will not come for just one house." With this contradicting response I didn't pursue it further, but started to wonder if it's the pipes in the property that are old and need to be replaced, and not the city's. Any constructive thoughts? advice? And yes, I know it's my fault for moving there knowing of the problem. Thank you!
