Not quite. A few years back a Jersey City Building Inspector did indeed take a check from a Doctor. Amazing but true.

The Division of Housing Code Enforcement has a variety of functions, all dedicated to keeping the housing stock in Jersey City safe and comfortable for its inhabitants. Among the activities of Housing Code Enforcement are:

Respond to tenant complaints about deficient housing conditions

Good Luck - you're better off going down there and speaking w/ someone - even that is a pain in the @ss. Call and you'll just be put on hold until the building does fall down.
