It does but rent would be to high around there for the business to be able to stay open anyway. That is alot of bait that would need to be sold to make rent and a decent enough profit.

Try Moe's Bait shop. They are the only bait shop I know of in JC. They are just off Palisade Ave. in the Heights. (I think they are on South St., but I know it is just off palisade, just north of Riverview Fisk Park)

I don't know if they have live bait but you can start there.
