I've had a similar experience. You can't get through before 10am or after 330pm. But eventially they did answer and I did get a resolution.

woods call the main number 201-547-5000 ask them to connect you, there is voice mail so not what is going on. Also Judy Rielly is very good ask to be connected to her.

So supposedly Jersey City has a Mayor's Action Bureau which is supposed to handle various quality of life issues. The numbers are 201-547-4900 and 201-547-5555. However, the three or four times I've called I have never gotten through, not even to an answering machine. The phone just rings endlessly! And I've called between 9 am and 5 pm so it's not like I'm calling in the middle of the night (although there should at least be an answering machine then).

What the f890 good is an Action Bureau if there is no one there to take action.
