The city should make this the next stop in their pilot "Parklet" program.

If I was loaded, I would buy a beater car and just park it in front of this guys shitty driveway. And if they complain, tell them they arent supposed to be there anyway.

nope, you're the asshole here, it's entirely the business of neighbors that live on that block to not have an asshole like yourself move in and take on street parking away via an illegal front driveway, there's a process involving getting approval if you hadn't heard

I know it's illegal to do this in Jersey City without a zoning variance or a grandfathered curb cut. Who can I call to complain about it?

You sound like a great neighbor.

You sound like an ass. In a row of houses with a front yard you can't just shitty pave over it and put your car or whatever other shit you have on it. You sound like a shit neighbor.

Construction and zoning departments. Stoo by in person. Their offices are adjacent to each other.

.
Google seeclickfix jerseycity to get the link.

You can report an issue anonymously or create an account.

I do it with an account because you can receive status emails.

They are quick to route it to the right JC department depending on the issue category.

I try and include a picture of the situation.

Every issue I have reported on has been addressed/fixed in a few days.

Good luck
