In letter, Fulop says dividing Jersey City into 3 legislative districts violates state constitution

“The ‘Turnpike Map’ currently under consideration by the New Jersey Legislative Apportionment Commission (“the Commission”) violates the Constitution of the State of New Jersey by proposing to improperly and unnecessarily divide the City of Jersey City amongst three legislative districts – the 31st, 32nd, and 33rd,” he wrote yesterday.

“The Commission must not approve any proposed map that divides Jersey City amongst more than its two current legislative districts, the 31st and 33rd.”

He continues that Newark, the largest city in the state, and Jersey City, the second largest city in the state, are regarded as “First Class” based on their populations.

Cries for another look at Jersey City redistricting get louder, but experts say options are limited

A campaign demanding that Hudson County revisit the process for redrawing Jersey City’s ward boundaries is picking up steam, but experts warn the path forward is uncertain.

A petition calling for revisions to the new ward map recently adopted by the Jersey City Ward Commission has more than 11,000 signatures. But now that the commission has formally acted, Seton Hall political science professor Matt Hale said critics have limited options.

Ward commissioners approve new Jersey City map after 3 hours of public comment against it

The ward commissioners were set to host a hybrid meeting last Friday evening, but ended needing to be rescheduled when the Zoom capacity could only handle 100 people and could not be adjusted on the fly.

Commission Chair John Minella said the commission had to address a significant population difference between Ward E, which has 69,524 people, and Ward D, which has 40,733 people, well beyond the 10 percent deviation between a municipality’s least and most populous wards set by the state.

Ward Commission approves new boundaries in Jersey City, despite complaints from the public

The Jersey City Ward Commission voted to approve a new map for the city’s six wards despite nearly unanimous opposition from members of the public at Saturday’s public meeting.

Hudson County Board of Elections commissioners Peter Horton, Janet Lawra, Daniel Beckelman, Daniel Miqueli, City Clerk Sean Gallagher and mayoral aide John Minella voted yes. Board of Elections Commissioner Paul Castelli abstained, hoping to take a vote a later time after more consideration.

The re-warding process, which happens every 10 years after the Census, ensures that the wards have a roughly equal population to account for changes within the past decade.

Conspiracy mongering aside, Lafayette should not be split up. I do prefer the first proposal as it relates to Ward F though they should keep Lafayette together and, if necessary, move Ward A west of Garfield a few blocks north.

The new version extends Ward F through all of Paulus Hook. Though this seems to be more directed towards keeping Hamilton Park intact in Ward E rather than splitting part of it into C. C then moves further west.

The new boundary lines for Jersey City’s Ward F were drawn to silence criticism of several major developments, believes Councilman Frank Gilmore. The ward would also bear a striking resemblance to the first "gerrymandered" district.

For the most part they are.

I do agree though that splitting Lafayette in two and giving the eastern half to Ward A makes little sense. Take the Section of A west of Garfield and extend it a few blocks north instead.

Other than that, and redistricting a couple of areas that are empty now but slated for major development (Sci Tech City and Bayfront) the map is not much of a surprise considering Ward E had to lose close to 25% of its population to even out the districts.

The ward commissioners have the responsibility to fix and determine the ward boundaries so that each ward is formed of compact and contiguous territory.
