I'm glad you're fighting it. Tell the judge that you received conflicting answers regarding permit requirement before/after receiving the ticket.
And where do they expect you to mount said permit?? The adhesive is on the printed side for mounting on the INSIDE of the back window of your car. Unless you have a windscreen on a front fairing I don't see any way to mount it and have it be visible. It makes no sense to me...

Wow, that sucks. I've been riding my old mopeds around JC for decades and it was always my understanding that no permit was required. I park it off the street overnight but when I'm out I park it on the street or even on the edge of the sidewalk. I've even had cops walk by as I'm locking it to a parking meter on the sidewalk and they've just said "nice bike"! I'd fight that ticket, for sure. Pls let us know how you make out-

Parking Ticket for Motorcycle Without Permit

Anybody getting hit with tickets for "parking without a valid permit" on a motorcycle? I've been parking mine on the street year-round for 9 years without a single incident. (Years ago, I was told JCPA didn't require permits for motorcycles.) But a PEO decided otherwise today. Good fun. Also, $110.
