Just an update to this...

Tonight my husband saw an 8-year old girl and her mom rip a flower from our friend's pot. We yelled at them but the mom could give two shits.

They were walking down 5th toward Coles from Monmouth. Mom was Asian with long brown hair, big dipshit sunglasses and a small dog. Girl had long brown hair as well. Mom pretty much looked like a vapid asshole on her cell who could care less.

Our friend had witnessed our pots being stolen back in May and confirmed this description matched who he saw. So if you happen to see them doing something similar, it's a habit.

Back in the '90s in Hoboken, my friend had his flowering plants ripped out of their planters. He replanted with new ones, and sunk several razor blades into the dirt surrounding each one. A few days later, he found one plant partially dislodged, and a trail of blood drops down the sidewalk. No further vandalizing of his plants ever occurred.

My tenant used to put out big tropical plants in pots during the summer. Someone came by once and smashed the pots.

I've had to chain my flowerpots to my railing to keep them from walking away.

My stoop looks like an S&M den, in bloom.

Well, for whatever it's worth, you could make a police report, and mention whatever details you know from 6 years ago. If enough people are being hit and enough details are known, the police may do something. Yes, it was just a $3 pot but I am a strong believer in the "broken windows" theory (look it up on Wikipedia if you are unfamiliar).

I'm sorry to hear this. Have anchored some things on my stoop (e.g., pumpkins) with Museum Gel. Doesn't make it so the item can't be removed, but attached enough to be a deterrent or at least slow someone down.
