NEWARK -- A Hudson County man on Thursday admitted in federal court to having manipulated the Internal Revenue Service's telephone payment system to generate a fraudulent refund of more than $170,000.

Derrick M. Madison, 39, of Jersey City, used the system from December 2010 to April 2014 to make fake payments to a taxpayer account from frozen and closed bank accounts, according to a statement from the U.S. Department of Justice.
