Jersey City man arrested for attempted murder of 20-year-old man that took place Hoboken

This arrest is based on a follow up investigation conducted by members of the Hoboken Police Investigative Bureau into the shooting of a 20-year-old male in the area of 301 Jackson Street on Saturday, September 17th, 2016. The victim suffered a gunshot wound to the abdomen and damage to several internal organs.

Detectives immediately began to canvas the area for clues and witnesses who would be able to provide information as to the identity of the shooter. Detectives worked tirelessly to find and gather evidence of the crime. All their strong efforts would eventually lead them to the defendant, Shaquil Huggins, as the shooter. Detectives then finalized the warrant complaints for the arrest of the defendant. They then began their efforts to locate the defendant. On Saturday, September 24th, they received information as to the defendant?s whereabouts. The information received lead them to the area of the Westin Hotel located on Washington Boulevard in Jersey City. Detectives from Hoboken and the Hudson County Prosecutor?s Office made their way to the area of the hotel. Once there, they were able to see the defendant, Huggins, along with another male who they identified as defendant Perez outside the hotel. The Detectives, armed with an arrest warrant, identified themselves and proceeded to make the arrest of Huggins without further incident. Defendant Perez disregarded the Detectives orders to stop and instead fled and led the detectives on a foot pursuit. During this pursuit, he was continually reaching to his waist reaching for what was perceived as a weapon. Officers used great restraint in using the least amount of force during this encounter. It was later determined that he was reaching for the CDS that he was attempting to hide. He was eventually apprehended by members of the Jersey City Police Department and placed under arrest. The items he discarded during the chase were later found to be CDS Heroin. All defendants were placed under arrest and transported to the Hoboken Police Headquarters where they were processed.

Arrestee #1: Shaquil Huggins Age 24 Jersey City NJ

Charges: Attempted Murder, Hindering Apprehension, Possession of a Weapon (Community Gun), Unlawful Possession of a Weapon, Possession of a Weapon for Unlawful Purpose and Certain Persons not to Possess a Weapon.

Arrestee #2: Jordan Perez Age 21 Jersey City NJ

Charges: Possession of CDs with Intent to distribute (Heroin), Possession of CDS within 1000 feet of a School, Destruction/Tampering with Evidence, Possession of CDS Marijuana, Obstruction, Outstanding Hudson County Sheriff Warrant for Drugs,

Arrestee#3: Emmanuel Matos Age 22, North Bergen NJ (arrested on Thursday September 22nd, 2016)

Charges: Unlawful Possession of a Weapon, Possession of a weapon for unlawful purposes (Community gun), Hindering Apprehension.

Time of Arrest: 1:00am

Bail: Both were remanded the Hudson County Correctional Facility

Huggins $300,000 Full Cash Bail

Perez $10,000 with 10% option

Matos $150,000 Full cash Bail

Officers/Detectives Involved: Collaborative Effort between the Hoboken Police Investigative Bureau and the members of the Hudson County Prosecutor?s Office.

Note***Detectives developed information about the defendant, Emmanuel Matos and his involvement in concealing the weapon after the shooting took place. He was charged with the above offenses and arrested on September 22nd. He was also remanded to the Hudson County Correctional Facility.
