you have to read the zoning code (link from city website) - a rear carriage house is an accessory structure so look at those requirements for height, setbacks, etc.

Rooftop additions remain subject to the permitted building height. The only exceptions are stair/elevator bulkheads, mechanicals, etc. which are regulated in the zoning code under "height exceptions".

whilst reading the nyt real estate section, i happened upon a question from a reader asking about the feasibility/legality of building a cabana in the backyard of his/her coop. the nyt was not very encouraging.

what are the rules of the road in jersey city regarding building cabanas and/or carriage houses in the rear yard. what about rooftop additions and sunrooms?

I know a few people who installed them, and no permits were taken out. Just a friendly chat with immediate neighbors and it was all good.

Here's the New Jersey Administrative code:

Specifically addressing your question, it says the following:

TITLE 5. COMMUNITY AFFAIRS
CHAPTER 23. UNIFORM CONSTRUCTION CODE
SUBCHAPTER 2. ADMINISTRATION AND ENFORCEMENT; PROCESS
N.J.A.C. 5:23-2 (2014)

iii. It is not greater than 25 square feet in surface area (one side); and
iv. It is not more than six feet above the ground (mounted height).
7. Lead abatement work performed on a steel structure or other superstructure or in a commercial building.
8. A construction permit for building work shall not be required for garden-type utility sheds and similar
structures that are 100 square feet or less in area, 10 feet or less in height, and accessory to buildings of
Group R-2, R-3, R-4, or R-5 and which do not contain a water, gas, oil or sewer connection. A construction
permit for electrical work shall be required, when applicable.

OR does anyone have any experience building a shed in their backyard?

I am simply trying to figure out if 1.) it is allowed 2.) if allowed, what are the restrictions/requirements.
