You 100% would not get a hypothetical bill. Why would the City waste time producing that? Some municipalities don't even send you a bill if you have a PILOT, there is sometimes a fixed schedule of payments in the agreement.

Does anyone know if a building is under a PILOT (payment in lieu of taxes) program if they also receive a tax bill that says what the taxes would have been if the program didnt exist?

This is a question for a commercial space that is enrolled in the program.
