It certainly doesn't protect all pets from all forms of abuse. What it does is help people avoid buying pets from breeders with bad reputations or from "puppy mill" breeders who are trying to pass off their puppies as being from a reputable breeder. I think they are hoping people will use this to research the breeder and buy dogs from the ones with good reputations who do it right as opposed to buying from people who over-breed dogs and keep them in horrible conditions (or breed dogs with genetic problems, diseases, etc.).

It's kind of like buying a conflict-free diamond. Maybe the diamond wasn't mined by slaves or children or at the threat of torture, but somebody still had to mine it. It's a significant if not all-encompassing improvement.

How, exactly, does this protect pets? Anyone can still go out and buy a pet, kick it, leave it on the street etc. when Junior gets tired of feeding it etc.

Bills sponsored by Hudson County legislators signed into law

A number of bills co-sponsored by state legislators from Hudson County were signed into law today. Here's a rundown of the new laws:

-- The Pet Purchase Protection Act, with Assemblyman Raj Mukherji, D-Jersey City, among the sponsors, will provide more extensive background information for individuals looking to buy cats and dogs.

The following information will be required to be posted for each cat or dog: date and place of birth; actual or approximate age; sex; color markings or other distinguishing information, including tags, tattoos, collar numbers or microchip information; the name and address of the breeder; whether the breeder is licensed by the United States Department of Agriculture and information on how to access the breeder's history electronically.

"In all areas of commerce, it's critically important that consumers have access to as much information as possible, but it's even more crucial when it comes to buying pets," said Mukherji (D-Hudson). "This law will make it easier for New Jersey residents to be informed and support breeders and businesses that act responsibly and engage in the best practices."

Failure to comply with the law's provisions would result in a $500 penalty for each violation.
