i figured out that fulop and others knew how to play the abatemnt game a long time ago. whenever an abatement came up for dtjc our man fulop woulld vote or abstain, knowing that other members woud vote yes.

maybe jc should have community review boards with some teeth

It is a game councilpeople play, be absent on important votes. There is no record of voting yes or even abstaining. This is the reason I like Boggiano, I may not agree with him on certain votes but he does not play this game. He is outspoken.

In the 1960s, I was a child living in Hoboken, my mother took me shopping twice a year to Central Avenue in JC. I couldn't wait to return to Hoboken. Secaucus pig farm smell was overwhelming it traveled to Central Avenue in JC. I feel sorry for Greenville.

The South Greenville Neighborhood Association would like everyone to know that it is not acceptable, nor moral, for a person or company to decide to transport garbage through residential areas without protections in place to ensure the health and welfare of our residents. This trash will be transported in very close proximity to Curries Woods, the townhouses on Catherine Ct, P.S 40, P.S 30, and several other schools. In some areas, the rail cars pass within 25 feet of residential homes.

The reason why the host community gets a fee for this is because there is a risk involved with being the host. Note that the agreement says ?host community? and not ?host city?. Note that Greenville is the host community, not the heights, which is entirely on the opposite side of the city. There is no benefit to our community whatsoever.

We want to know if the rail cars will be sealed both on the way out and on the way back, as they smell whether garbage is in them or not. We want to know how much the rail traffic will increase, and during what times. Will there be an increase in noise when kids need to wake up for school? What are the plans in case of a flood? derailment? fire? rodents? We are working to get answers to these, and many other questions.

Ward A is not filled with people that are going to sit back and accept such treatment.

Corporation council said the redevelopment needs to change, so the city adopted this without changing the redevelopment plan.

It means Greenville area will have the smell of rotting garbage in their backyards. I still remember the chemical smell when Colgate and other chemical factories ran full steam in downtown. Some days are worse than others. Also, Tropicana will probably follow through of relocating their 200 jobs from that area. The statement they made in the late 1990s still holds today. They said they didn't want a garbage transfer station associated with their product. Their orange is delivered there and redistributed for the northeast. They have a point. I would not want to buy any food that is near a garbage transfer station.

I don't think you guys get it - the deal is with IESI, a private vendor who already has a Contract with the City of NY. If you don't want the facility expanded so it can use NYC's new fleet of closed containers they will simply relocate to another port that will accommodate them. It doesn't mean NYC will truck it's garbage upstate or elsewhere. It just means IESI will barge it somewhere else.

Hey, you remember the old joke with the punchline "we've established what you are, now we're just haggling over the price"? You've switched from saying the entire facility is an affront to the good citizens of Greenville, to saying it's not a big enough payoff.

I'm not buying it - This $10 million dollar deal is way too cheap ... If Manhattan had to haul just their crap up-State NY, the transport cost would be much much higher ... This is a great deal for NYC and we should have asked for $20 million or even more.

This. Exactly. If it was $10 million annually, maybe, but what they're offering plus whatever incentives this might bring in terms of a few jobs is way, way too low. Why are we selling ourselves so cheap? We already put our lives and communities at risk to get gas into the city as cheap as possible, and now we're supposed to accept a one-time pittance and a yearly sum that amounts to the annual alaries of the guys manning a single garbage truck, in exchange for dealing with 800,000 tons of their waste annually and saving them a ton of money in perpetuity --seriously? Are we supposed to feel fortunate about this or proud of our leadership for sticking JC with such a crummy deal?

That area, including Country Village, have a history of flooding. People think of flooding to be a downtown problem but County Village and other parts of Ward A is always facing flooding. It is not a minor issue, before Country Village was developed it was vacant land due to its flooding history.

Yvonne, have you inquired into what flood protection the facility will have? Among other things, It's common to have perimeter flood walls a certain measure above 100 year storm levels (which were recently re-eavluated post Sandy).

He is sending the message, some parts of the city is great to live in but another part is for garbage. By the way, that area does flood. I am not talking about a storm like Sandy, a storm like Irene which was milder, we will see garbage all over that area.

This is actually related to NYC's shift from an open to closed container system. The deal with Covantas mentioned down below is tied to the construction of 4 new transfer stations within NYC (these were actually one of Bloomberg's "legacy" projects). NYC was trucking all of it's garbage. By using a closed container system the garbage can be barged away or in this case, transferred onto rails. It's a better system in pretty much every conceivable way. FYI one of the new transfer stations is located on the upper east side where it was protested heavily by the well-to-do residents. Guess what? It's still being built. All of the facilities contain flood protection measures that were beefed-up post Sandy.

How many products in the store are seal but produce a smell? Of course there will be a smell especially during warm days. Fulop is dumping on one community so another community can have a park! Let him try that in Ward E, it wouldn't happened.

How is it possible that you were once a teacher??? Your reading comprehension is SO POOR. There is NO ROUTE. The trash will arrive in sealed containers via barge. It will then be transferred (without opening the containers!) from said barges onto trains.

The idea is to stop the caravan of trucks that already exists and which travel on our roads. This is a POSITIVE development. Instead of truck traffic on residential roads, we will have a barge-to-rail solution.

Seriously, what is your major malfunction?

You're the exact reason why the general public shouldn't be allowed to speak on official matters. I would attend just to hear you complain about garbage trucks traveling through the Holland Tunnel and over the Bayonne Bridge. I hope you get laughed out of the meeting.

Greenville Yards doesn't need to be revitalized. When was the last time you went down there, its completely full. The only vacant property is the transfer site, because the Port Authority left it that way because the Healy administration wouldn't allow a trash transfer station. The Port has been pushing this deal for New York for years. New York must be giddy about this, they didn't want the trash being railed out of their city. The community in New York wouldn't tolerate it!! We celebrate it!!!

Steven got taken on this deal. Healy never allowed it. Mike S never allowed it. Those trains are not air tight, the smell is horrendous. Ask anyone in Staten Island and they will tell you.

this is an old deal that the Healy administration rejected because of the odor from the sealed cars and the tons of New York garbage that would be sitting in Greenville next to Port Liberte, Liberty National and Greenville. Anyone who thinks those trains will not have immediate negative impact on Greenville is crazy. And if Greenville is to suffer with the smell and stigma, they should get the 10 million for their parks. Its hilarious, Greenville get million of tons of smelly, trash slowly meandering thru their community and the heights gets the money. Mike Sottalano would never have allowed it and he didn't! Where is leadership when you need it.

I would think that "tip fee" is paid to the facility and other participant in the disposal process, separate businesses from the city of JC.

I thought that too, however the break down of costing is best illustrated on this link - http://www.biocycle.net/2012/12/18/co ... ecovery-in-new-york-city/
