For the same reason Dawn Zimmer did not speak about pushing the development for the Rockefeller Group. She felt she was up against a powerful governor and I am sure Cowan felt similar about Fulop.

This is what Fulop said in his letter but we don't know if it's true. In Cowan's letter he said that Fulop has never discussed these "best practice procedures" before, he didn't identify who made them, and Fulop didn't even say what they were in his letter. Cowan seems to say they never existed, and Fulop never asked him to follow them.

Seems like it will be easy enough to sort out. Either these policies existed (and Cowan refused to follow them) or they did not. Someone is probably lying and we will find out who.

Cowan is an idiot - He should have followed Fulop's direction to the letter ... dotting his 'i's' and crossing his 't's' and keeping a clear timeline of documentation; Doing this would have given him TOTAL credibility.

Instead he ignored directions, acted as a maverick and picked and acted on what he wanted.

Technically, Fulop hasn't done anything Cowan claims because we have nothing at hand - Cowan could say Fulop wanted to convert cityhall into a Brothel but intervened.

I'm happy to burn Fulop on the stake when he stuff's up (like some of his appointments), but not by what appears to be a disgruntled political playing FIRED ex police chief ... Cowan can sulk in Healy's bar downtown !

Fulop and Shea need to employ a Police Chief outside the JCPD or any NJ law enforcement agencies.

there are plenty of reasons for traffic stops at the holland tunnel.....everytime i go there, there are people blocking the intersection or failing to come to a complete STOP. Ticket them!

I'm no fan of Fulop but I don't think he was doing whatever he is alledged to have done for political spite

Actually, if you look at post #5 in this thread, Monroe appeared to know about this 3 weeks ago. His day was made then. The post made no sense to me at the time but now it does.

Jersey City police chief: Fulop devised 'illegal' operation to snarl traffic at Holland Tunnel

Jersey City Police Chief Robert Cowan is alleging that Mayor Steve Fulop planned to snarl traffic outside of the Holland Tunnel the same month he announced plans to sue the Port Authority for $400 million.

In an eight-page letter Cowan submitted to the city clerk, the chief says that at a November 2013 meeting with Fulop, Cowan was directed to conduct traffic stops "without sufficient reason" that Cowan says would have caused traffic jams "on the streets of New York City and back traffic up into the Holland Tunnel," the letter reads.

The chief says he objected because of the plan's "illegality" and that it was ultimately canceled. A few days later, Cowan alleges, Fulop told him to conduct traffic stops instead at Old Colony Road and Port Jersey Boulevard, near the Global Container Terminal owned by the Port Authority.
