If I remember correctly, it doesn't really matter. The permit is good for one year from when you purchase it. If you replace your permit early, you just waste a few pennies on the overlapping validity.
I could be mistaken but that's my recollection. Call the JCPA 201-653-6969

I'm getting a car, and I believe I read somewhere that JC residents cannot get a parking permit for the street if there is parking in their residence (like apartment building). Is this true? My apartment building has parking, but I do not own/rent a spot. I would like to park on the street.

Hey Rycor make sure you don't tape the permit to the defogger/defroster lines on your rear window it will damage the system.

Yes. They will give you a regular stick on permit but they'll tell you to tape it to your window instead of actually sticking it on. It's good for 30 days, and it's the usual $15. When you get your permanent plates, you bring the permit back and they give you a new one with no charge.
