First the city has been floating terminal leave bonds since 2005. Most have been police and fire when they retire. Councilman Fulop has lead the charge not to bond when Healy was mayor. He said the city cannot afford it. The city had the option to pay this off in increments and not bond for terminal leave. If you add this $9.5 million and the other terminal leave bonds, then the city has added over $28 million in bond debt. If it is wrong to float bonds in 2012 for terminal leave, then it is wrong to float bonds in 2013.
