What happened to the city maintaing sidewalk landscaping?

Anyone else notice the sidewalks haven't been maintained, landscaping-wise, in some time? I've seen some blocks with full on bushes growing out of the sidewalk. I happened to see some local volunteers taking care of this on Erie in front of their apartment building (that converted school) a week ago out of frustration that the city has let it go.
