Increase? I've seen a decrease. Maybe I'm just not paying attention.

I've searched the forums to see if this has been brought up, but came up empty.
I've noticed over the last year or two the increase in homeless and/or drug addicts has jumped. Whether it's that insane couple with the lady who lives in a shopping cart (and who defecated in front of McDonald's on Grove and Newark) or the schizo on Newark and Jersey, who gets aggressive with passersby, or all the homeless people sleeping all over Van Vorst, or the heavyweight junkie nodding off on stoops on Barrow, or the guy who asks for money to buy his epilepsy meds. I'm hoping Fulop addresses this because with the increase in their presence, their stands an increase of public safety/health issues. I'd love to be able to express this to the new administration. I always recall when Giuliani was mayor, it was as if he bussed all the homeless folks off the streets. Once Bloomberg took over, they were released. I feel that way with the end of Healy's reign and hope Fulop is able to make more shelters, drug and mental treatment centers available to clean things up. Anyone else feel the same way?
