Why don't you ask your councilperson or the 3 at large councilpersons if the mayor can do it. Or go to the Mayor's Office and ask. I'm sure his honor the mayor would be glad to especially with an election year coming up. You could have the reception at his son's bar.

An independent officiant is the way to go. Most court clerks and judges will have the same policy.

My fiance and I are getting married in May with a traditional wedding, but wish to makes things official earlier. Can any of the judges or city officials officiant a ceremony on a Saturday? Looks like the courthouse is closed weekends. Any suggestions?
