as a cyclist who adheres to the rules of only bringing their bike onto the PATH after 9:30am and after 6:30pm, it annoys me to see cyclists bringing their bikes on beforehand. Although I did see a conductor stop someone last week at around 5:45pm.
but yeah, this doesn't really seem like much of a change.

...and only yesterday, I "shared" a JSQ-WTC ride at 8:54am with a biker that got on the train at Grove. I suspect that, if this is enforced at all, it's only at JSQ, WTC, 33rd, Hoboken, and NWK (stations with attendants).

This is nothing new. This has been on their site for years.
Bicycles on PATH Folding bicycles are permitted on PATH at all times. Non-folding bicycles are permitted at all times EXCEPT weekdays between 6:30 AM and 9:30 AM and weekdays between 3:30 PM and 6:30 PM. There is a limit of two bicycles per railcar. No bicycles are permitted in the first railcar of a train * Folding bicycles permitted at all times. * Non-folding bicycles permitted all times EXCEPT weekdays between 6:30 AM and 9:30 AM and weekdays between 3:30 PM and 6:30 PM. * No more than two bicycles are permitted on a PATH car. * Bicycles are not permitted in the first car of the train. * Do not take bicycles on escalators. Bicyclists must use elevators or stairs. * Do not ride bicycles in trains, on platforms or the stations. PATH or PAPD may require bicyclists to wait for the next train. Hold the bicycle while on trains and do not block aisles or doors. * In the event of an evacuation, leave the bicycle on the train and ensure that it does not block aisles or doors.

I thought you could bring a standard frame bike on the Path on weekends and after 7pm? Not like the PATH conductors have ever stopped anyone from doing it during rush hour as far as I have seen

Nothing in that article is accurate, excepting that there is a new policy as of July 1st.
NJTransit does not have the authority to allow or disallow bicycles on the PATH. Bikers have been able to bring standard frame bicycles on both PATH and NJTransit trains. PATH Trains and NJTransit trains have different rush hour restrictions; the PATH is a blanket ban while NJTransit smartly only limits morning inbound and evening outbound trains. The real change, which Celeste Little has totally overlooked, is that NJ Transit's limits on bicycles arriving or departing at only wheelchair accessible stations is to be lifted allowing standard frame bicycles at any station.

Hudson County bike riders will soon be able to take bikes on trains and Light Rail system at specified hours
Wednesday, June 13, 2012, 7:52 AM By Celeste Little/The Jersey Journal New Jersey cyclists and their bicycles will be able to travel a different path, starting July 1. That's when NJ Transit will start allowing bikes aboard PATH trains and rail lines through their Bike Aboard program. Previously, bikers were only allowed to carry collapsible bicycles on trains. But in response to customer feedback, the transit agency's board of directors decided to make changes. Now cyclists will be able to board trains with bikes of all types, except during rush hours, holidays and certain weekend hours. "For many customers, bicycles are a way of completing the 'last mile' between the train station and their destinations," said James Weinstein, NJ Transit's executive director. "By relaxing our program, we are encouraging an environmentally friendly mode of travel that promotes the use of our rail service throughout the state." Last month, Jersey City Mayor Jerramiah Healy unveiled a pilot bike path on Grove Street, encouraging commuters to drive less. With the exception of NJ Transit's Atlantic City line, standard frame bikes will not be permitted on trains between 6 and 10 a.m. and between 4 and 8 p.m. on weekdays, or between 9 a.m. and noon and between 5 and 8 p.m. on weekends.
