There was a thread a while back about an elderly mentally ill JC man who was a "screamer."

A few options/numbers were posted that would apply to this thread including the Mobile Crisis Unit of EMS and the HC Division of Adult Protective Services. It might be worth trying a few of these numbers as well.

The JCFD takes these issues very seriously as the threat to life is great if these folks are not throwing out trash or creating hazards that could spark a fire. You could try the Chief's office, too.

I had neighbors in the building I first owned a condo that were so dirty their apartment stunk the hallway and on ripe nights, the foyer of mine. Long story short, I called the city, they visited and did nothing. I actually heard the neighbors in the hall plan how they would fix up the place (remove pets) so they could beat a city inspection...so, there you go. I finally put the place on the market because the tenants, the condo owner and the city could not change the situation. I'm eager to see if you can make the state change your situation...or if you sell.

I believe I know where you live. I tend to think that city agencies may not properly address the issue. I have little to no faith in city organizations. I think that I would call the NJ division of health and human services as a starting point to get some direction.

In the 4 unit brownstone adjacent to mine, the two occupants of one of the floors are living in deplorable conditions to the point where I would define it as squalor.

They are the owners of the building and have lived there 50 plus years. They have become elderly and unhealthy to the point where they have not left their home in a couple of years. Someone is bringing food for them.

In the past few weeks, the situation has deteriorated more, and I can now smell the stench in my house. And these are 19th century brownstones built with several layers thick of brick between them. One of the tenants in their building told me that they are not removing garbage from their apartment. As well, I have been able to see flies swarming on the inside of their windows.

I feel very bad for these people, but at the same time am concerned for them and the immediate neighbors (myself included) due to what I feel is a hazardous situation, healthwise.

I would welcome any good advice from those here as I don't really know where to start on this.

Note that these people are ill and are unapproachable. The tenants have already tried that route.
