I've got recently new East Indian neighbors who live above me. They are so loud, it drives me nuts. In and out of the house at all hours of the day and most of the early evening...Blah Blah Blahing on their cell phones...etc...I sit in my bed and can hear them through the walls.

A few nights ago, I sat down to read around 11PM, and a man and woman were right outside my apartment door talking at the top of their lungs for like 20 minutes...finally, I flung open the door and told them to please keep it down...its late, and you're standing right outside of my door...and why would they do that anyway?

Its that latest in a serious of irritations I've had with these people...refuse to seperate garbage for recyling, leaving the front door open to the house (which, finally stopped after many complaints)...but the thing that drives me nuts is the loud conversations and complete lack of understanding or respect for others...hell, they don't even acknowledge my presence when greet them as I sweep in front of the building, or come home from work or leave the place. Strange indeed.

Is this a cultural thing?
