Let's be fair here. It's likely more common for a cat to protect a toddler than it is to attack one. Witness this video (it's a little longer than the others, but the payoff is worth it.)

I propose the city establish the Jersey City Feral Cat Authority (JCFCA), an autonomous agency whose function would be to register and license all feral cats within the city, corralling feral cats into designated Urban Feral Cat Zones (UFCZ's), and provide food, shelter, and domesticating programs for those feral cats trying to get back on their feet. Agents would be provided with the latest Cushman, catnip, and 5 cans of Friskies cat food.

Thought I'd seen it all but today while walking through the park I, as well as several others, witnessed a cat attack a kid. The kid had just reached the bottom of the slide when the cat appeared out of nowhere. The kid is fine but the cat got away. The attack looked a lot like the video below.
