No where did the city council say they will restore the speaking time that was cut from 5 minutes to 3 minutes. Or allow a reasonable amount of time on ordinances especially the budget which is hundreds of pages. They do not get back to you when you ask questions on the budget at all. But at least they have more aides or really hiring political friends.

Jersey City resolution would increase number of city council aidesThe size of the Jersey City councilmembers’ staff will grow to keep pace with the growth of the city’s population. The city council will consider a resolution Wednesday to increase the number of full-time aides that each councilperson is allowed and increase their salary ranges.
