The owner of a city building where a blaze displaced two dozen residents had unabated fire code violations ? including ?electrical hazards? ? when the Gates Avenue building was last inspected prior to the fire. Three children were forced to escape through windows when the 3-alarm blaze ripped through the 2.5-story building at 26 Gates Ave. on the morning of April 12.
