JERSEY CITY ? The owner of a city building where a blaze displaced two dozen residents had unabated fire code violations ? including ?electrical hazards? ? when the Gates Avenue building was last inspected prior to the fire.

Three children were forced to escape through windows when the 3-alarm blaze ripped through the 2.5-story building at 26 Gates Ave. on the morning of April 12.

The building was inspected by the Jersey City Fire Department?s Fire Prevention Division on Dec. 12 and owner James Garcia of Brick was cited for 11 violations.
