I don't know if it still exists, but it did 2 years ago. We received ours in Jan 2016. We applied for it at the end of our project (total gut downtown) after completing all of the work, final inspections, etc. Our architect handled the paperwork.

No longer an area of improvement, thus no 5 year pilot. Every time you file a permit for an improvement for a capital project you will be reassessed.
