JERSEY CITY -- Twenty years ago, Gerry McCann tried to finish what he started.

The brash McCann, a one-time Greenville councilman who served as mayor for two nonconsecutive terms starting in 1981, announced in February 1997 that he would run to be elected Jersey City's mayor for a third time.

Even for a city that sees politicians' fortunes rise following scandals that would destroy them anywhere else -- a certain naked photo comes to mind -- McCann's fourth mayoral bid was extraordinary. He was seeking a return to City Hall two years after leaving federal prison, where he was sentenced following a conviction on 15 counts of bank fraud. A judge had to remove him from office in 1992.
