District schools also have trouble filling those slots. It's not a money issue, except insofar as teaching in general is a money issue. It would help if charter schools had the same funding as district schools, but that's a whole different story.

It's behind a paywall so I can't read the whole story, but maybe if they want more teachers to apply they should try paying as well as the public schools do
