You have LOTS of options... I will abstain from mentioning my favorite ones, since they would likely get you in trouble. :o

BTW, not to excuse the owner, but there is always a chance that the issue could be triggered by something outside his control. I say this because of a recent experience I had: my car key fob is seemingly using the same frequency as someone's remote alarm. So, often times, I will set off this person's car alarm when I lock my doors using the remote fob. At first I thought it was pretty funny. Then it became annoying, as I could be coming home late at night and trigger's someone's car alarm unintentionally. It hasn't happened in a few months, though.

What action can be taken against a person whose car alarm goes off constantly?
