Morgan: Does McGreevey have a new job title and who has his old one?

Who is John Desena? you might ask. Well, as far as I can determine, he is Jersey City?s new director of compliance, tasked with monitoring project labor agreements made with real estate developers to employ Jersey City residents on their projects are being kept.

When asked initially, the mayor?s press secretary ? who serves as Cerberus guarding all public information, as press inquires are concerned ? had no information on this new employee. She did call back to confirm Desena had been hired to improve real estate developers compliance, but she could not shed any light on his qualifications or experience, nor did she know his salary.

Interestingly former Gov. Jim McGreevey was hired to head the office of compliance nearly eight months ago, shortly after also being named executive director of Jersey City?s Employment and Training agency. McGreevey had no experience monitoring project labor agreements. That didn?t seem to matter very much, and he was hired in his city job at an $110,000 annual salary. Thanks to a recent pay increase, he?s currently earning $112,000 annually.

Somewhere along the way, the title of McGreevey?s city gig was changed to "municipal improvement services officer," whatever that is. Joe Awula who works in the business administrator?s office has been running day to day operations in the compliance office. That changed when Desena, with little fanfare, showed up several weeks ago to be the new director.
