A second Jersey City man was sentenced today to 20 years in prison for leading a Jersey City drug trafficking network.

During "Operation Wetlands,'' in which 13 arrests were made, a city police officer shot an armed man while conducting surveillance.

David Gilliens, aka ?Good Dude? or ?GD,? 32, was sentenced today by Hudson County Superior Court Judge Mitzy Galis-Menendez and he must serve 10 years before becoming eligible for parole, officials said.

On Jan. 24, Dempsey Collins, aka ?Da? or Demps,? 33, of Jersey City, was sentenced by Judge Galis-Menendez to 20 years in state prison, and must serve at 12 years before parole eligibility, officials said.

Each pleaded guilty to leading a narcotics trafficking network and a Greenville drug ring which included members of the Sex Money Murder set of the Bloods street gang. The gang sold heroin, PCP and marijuana, officials said.

Another defendant charged in the indictment, Narrell Lytch, 34, of East Orange, was sentenced today to five years in state prison by Judge Galis-Menendez after having pleaded guilty to a second-degree possession of PCP with intent to distribute charge, officials said.

A fourth defendant, Kwadir Felton, 22, of Jersey City, is awaiting sentencing. He was convicted at trial on Nov. 14 of all charges against him related to an armed confrontation with a Jersey City police officer, including second-degree charges of conspiracy, unlawful possession of a gun and possession of a gun for an unlawful purpose, officials said.

On Jan. 10, 2010 Jersey City Police Sgt. Thomas McVicar was inside a vehicle in Greenville conducting surveillance for the probe when he shot Felton in the face after Felton crouched down near the unmarked car, chambered a round in a 9 mm handgun and pointed the gun at McVicar, officials said.

As a result of arrests and searches during the probe police seized about 32 ounces of PCP, 35 bricks of heroin, a small amount of marijuana and oxycodone, two handguns, and about $32,000 in cash.

Operation Wetlands was part of the Violent Enterprise Source Targeting (V.E.S.T.) program formed by the DEA to dismantle criminal organizations in New Jersey. Undercover troopers and officers made drug buys and conducted extensive surveillance to discern the scope, membership and hierarchy of this drug trafficking network.

The investigation was conducted by the New Jersey State Police with help from the Jersey City Police Department, the Hudson County Prosecutor?s Office and the Hudson County Sheriff?s Office.
