Jersey City police raided a Heights ?massage parlor? and arrested three women on prostitution charges after sending an undercover detective into the Lincoln Street ?brothel,? officials said.

Vivian Colon, 33, of Roselle, and Natividad Reyes, 44, of New York, were arrested on Oct. 24 at the apartment off Kennedy Boulevard by detectives of the police department?s Special Investigations Unit and they were charged with committing prostitution offenses while posing as massage therapists, police spokesman Bob McHugh said today.

Scarlett Portillo, 34, of Jersey City, was arrested on Oct. 31, said McHugh, adding that she was identified as the operator of the ring and charged with promoting prostitution.

Detectives began surveillance of the apartment based on calls from neighbors who were concerned about suspicious activity including numerous men coming and going. Based on the surveillance and further investigation, an undercover officer booked a massage appointment via telephone using a phone number advertised on the internet, McHugh said.

On arrival at the apartment, the officer was offered a massage for $60 and, eventually, sexual acts at an additional cost of up to $200. The officer told the suspect that he would return shortly with additional cash. Upon returning, he was quickly followed by additional officers, who arrested Colon and Reyes, McHugh said.

The railroad-style apartment contained several massage tables, as well as massage oils and condoms. The investigation revealed that as many as 10 women worked as prostitutes at the location, McHugh said.
