I was living across the street when Hurricane Irene hit. That end of Second Street was flooded and there was a huge oil slick in the water. I think it was before White Rose Linen "burned down".

more likely old, abandoned, leaking oil tanks. I had re-mediation jobs near my place over the past 8 years due to leaking oil tanks.

im guessing this is due to the debris they've been cleaning on the property

speaking of which, now that they've cleaned it up, does that mean theres an other set of condos on the way ?

Source of Downtown Jersey City oil leak being probed

The site of an oil leak discovered in Downtown Jersey City

Jersey City fire officials are trying to find the source of an oil leak that was discovered in a catch basin at 464 2nd St. in Downtown Jersey City.

A passerby reported the leak at about 4:30 this afternoon., said Jersey City Fire Director Armando Roman.

Hazmat and Hudson Regional personnel are at the scene with the Jersey City Fire Department and Roman said they are awaiting the arrival of a unit from the state Department of Environmental Protection.
