Hudson County has emergency sirens in place - though when they were tested (can't remember this year or last year) the sound where I was (near Bayonne) was almost inaudible and certainly not clearly discernable against average city sounds.

I recall hearing them in the suburbs, but don't recall ever hearing them in JC.
