City officials envision the former rail line becoming a linear walking park, the city’s answer to New York’s High Line. But railroad company Conrail, the onetime owner of the land, is trying to unload it to a private developer. The outcome of that battle could be decided far from the overgrown rail line in the heart of Jersey City.
