If I were you, I'd go in to Taqueria and ask about their experiences. I believe they've considered moving themselves due to local flooding.

On, May 8, 2013 at 8:27am (~6 months after Sandy), I stood on the Taqueria corner and took a picture of the water on Grove lapping over onto the sidewalk. The water level didn't quite reach the doors of the parked cars on the west side of Grove but it was close.
I don't have any picture proof since then. It doesn't seem to happen THAT often but once is enough to be a pain. I don't know about the church either but you might have some noise from Taqueria patrons.

Hi, I'm looking to rent a garden apartment in this area but am concerned about potential flooding problems on this street. I was here for Sandy so I know how bad that street was hit but how is it in more normal heavy rain conditions. This is a ground floor unit in the middle of the block on the west side of Jersey Ave.
Any other concerns about this location? Is that church on the corner pretty loud? Any updates on opening Grove St and putting up new buildings along Grand st? Thank you
