Noise ordinances are covered in Chapter 222. Start there, keep track of when you hear the air conditioner, and consider buying a decibel meter at an electronic store (not very expensive) and measure the sound. Contact the Mayor's Action Bureau or the police department when you have some meaningful data. I can't hear the AC unit from where I live, but I have certainly heard it while walking by McNair and can understand how it would be a disturbance.
