Agreed. I scanned the article, and it says that adoption of the policy is non-binding. For instance, there will be no specific provision for bicycle lanes for Columbus, despite the major repaving and painting. At this stage, it appears to be more "feel good" with no real teeth. Oh well, I nevertheless applaud groups like Bike JC for pressuring the city council on these issues.
