Richard J. Hughes (1909-1992) was the 45 th Governor of the State of New Jersey. The Democrat was elected to two terms serving from 1962-1970. He also was appointed Chief Justice of the New
Jersey Supreme Court from 1973-1979. In 1982 the building housing the New Jersey Department of Law & Public Safety, the State Supreme Court and the administrative headquarters of the statewide court system was dedicated as the Richard J. Hughes Justice Complex.

About the Author:
John Wefing, a Professor of Law at Seton Hall University since 1975, has written numerous
journal articles and served as adjunct or visiting professor at several other universities. His
specialty is New Jersey Constitutional Law.
