Sterling Waterman was elected tonight president of the Jersey City Board of Education. Waterman, who was elected to the board last year, replaces longtime board president Bill DeRosa who declined tonight to run for the office again. Carol Lester, Waterman's running mate last year, was elected vice president tonight. She replaces longtime board member Sue Mack in that position. Mack ran successfully for re-election this year on a ticket that included Carol Harrison-Arnold and Marvin Adames. All three were backed the teachers union and Downtown Councilman Steven Fulop. Fulop was also key backer of Lester and Waterman when they ran last year. The Fulop-allied 5-4 majority has said it will not back a waiver for Jersey City Superintendent of Schools Charles T. Epps Jr. to be paid more than that the newly instituted state cap of $204,000. Epps currently earns $268,000 annually. Harrison-Arnold has called for a national search to find a replacement for Epps
